in   Normandy Dairy Towns Challenge EDF on Nuclear Reactor

The lush green hills overlooking the dairy farms of Le Chefresne in Normandy have become a battleground in France’s efforts to boost power production.

In a corner of France known for Camembert cheese and apples, state-controlled Electricite de France SA plans to build 200 foot-tall steel pylons with high-voltage cables to carry electricity from a nuclear plant. The proposal would add to the 400,000 volts that pylons already carry from two existing reactors.

“We will be living in a microwave oven,” said Jean-Claude Bossard, mayor of Le Chefresne, home to 300 people and about three times as many cows. “We want proof that there won’t be dangerous health effects.”

More than half of 64 affected communities have passed local laws in a bid to ban the structures on health concerns. The French government, which owns about 85 percent of EDF, says the mayors overstepped their authority because the project is in the national interest. An administrative court in the city of Caen tomorrow will hear the state’s case against 16 of them.

The battle to block the new power line is threatening to delay EDF’s 4 billion-euro ($5.1 billion) new-generation Evolutionary Power Reactor, or EPR, being built in Flamanville, 127 kilometers (64 miles) north of Le Chefresne. The reactor is a prototype for EDF, which wants to export similar technology to the U.K., China, U.S. and Italy.

For more than a year, environmental groups have protested against the plan, camping out on top of existing pylons, occupying government offices and holding marches.

‘A Charade’

A green light from the court would strengthen the efforts of EDF’s grid operator, Reseau du Transport d’Electricite, or RTE, to push ahead with an open hearing into the power line, a necessary step before it can be built.

“The public inquiry is a charade,” said Laura Hameaux, of the environmental pressure group Greenpeace France, who is advising the communities. “There is a total absence of democracy regarding the power lines.”

EDF, the world’s biggest operator of nuclear reactors, has hired more engineers to work on the 1,650-megawatt reactor to meet the 2012 deadline. Paris-based EDF, whose 58 plants generate 77 percent of France’s power, wants to operate 10 of the reactors around the world by 2020.

“This Flamanville project contributes to renewing and strengthening our expertise,” Chief Executive Officer Pierre Gadonneix told a gathering of world nuclear industry and political leaders in Paris on Oct. 16. “It gives us a head start in terms of our nuclear development globally.”

Compensation

Opposition to the pylons shows “it is now easier to get a nuclear reactor built than to put up high-voltage cables,” Gadonneix told lawmakers at the National Assembly today.

The power line in question, the “Cotentin-Maine” link, would be a network of cables and pylons spanning 163 kilometers, according to a document RTE gave local mayors, including Bossard of Le Chefresne.

Towns and residents would get about 20 million euros in compensation, with Le Chefresne to receive about 198,000 euros for hosting 2,687 meters of the line, the document states.

“We are doing the maximum possible to gain acceptance from the local people,” Nathalie Kosciusko-Morizet, France ’s ecology secretary, said in an interview. “The new line can’t be buried underground for technical reasons, so we have also offered compensation for homes people might want to sell that sit directly along the route.”

 

Health Concern

Her ministry said the line won’t hang over houses or farm buildings and that 270 kilometers of existing and planned lower voltage lines would be buried to push through the project.

Additional compensation for loss of property value is also planned, Jean-Marc Perrin, head of the power line project at RTE, said in a telephone interview.

The government promised an “in-depth analysis” on the health effects of high-voltage power lines as part of the public inquiry and said in a statement on the ministry’s Web site that “appropriate measures will be taken.”

The strongest electric fields are found beneath high-voltage lines, according to the Geneva-based World Health Organization.

“It has become increasingly unlikely that exposure to electromagnetic fields constitutes a serious health hazard, nevertheless some uncertainty remains,” the WHO Web site says.

A 2005 study led by Oxford University’s Childhood Cancer Research Group found higher risk of blood cancer and leukemia among children living within 200 meters of the cables.

 

David vs. Goliath

RTE says the health concerns are unfounded. “We can’t allow false ideas to stand uncorrected,” Perrin said.

The grid operator has held about 1,300 local meetings since December 2006 to gauge the best route for the project, he said. RTE has just emerged from a decades-long battle to get high- voltage cables to Spain across the Pyrenees, in southern France.

“We are now ready to meet with land owners and make adjustments if necessary,” Perrin said.

The communities and pressure groups say they will continue their fight.

“We are like David fighting Goliath,” said Christophe Gosselin, a coordinator of a group based near Le Chefresne opposing the plan. “People’s health isn’t for sale. We want to create a precedent for all high-voltage lines.”

Having been following the whole pylon situation very closely, we wondered if Anyone else has spotted the ORANGE LINES that have appeared on the roads..with the letters....MG TM..1km..... Is this to do with the pylons, and where they are likely to be placed? (or is this something completely unconnected)???

Manche Libre had an article this week. Construction of the line will take place in 2010 & 2011 so that the work is finished in time for the commissioning of the new reactor in 2012.

I don't know about the orange lines, but they are more than likely markings for a bicycle race rather than for EDF.

There still seems to be some uncertainty over the exact route. I am guessing that St Denis is near Le Gast (my maps are not with me at the moment). It would appear that there are 2 or 3 choices within a corridor that will pass south of St Sever, skirting the forest to the west and then up towards the D524 crossing it somewhere near Fontenermont. This is all in my view others may disagree. You may want to look at the following (you can magnify the map to see more detail):-

The current preferred route passes to the East of St Denis le Gast, ner Maupertuis, and then skirts around the East of Percy, so you should be safe at the moment. The public enquiry is due to start shortly, and who knows what will happn after that.

However, things change and you could end up in the firing line, so please continue to oppose the THT lines for the sake of the rest of us.

Many people in the Manche / Calvados departments are already aware of the plans to run a line of electricity pylons down the Cotentin peninsular, carrying power generated at the new nuclear power station under construction at Flamanville, at the top of the Cotentin, near Cherbourg.If this is new to you, rather than go into the detail here, could I ask you to use this link to read up on the early discussions.

Those discussions include various links to EDF / RTE official sites which also carry “broad brush” maps of possible routes (corridors). The preferred option by those against the line – bury it underground – is not being considered.

That’s the background; this is the new information:

RTE (Reseau Transport Electrique – the “infrastructure” arm of EDF tasked with transporting electricity – in this case via pylons) have narrowed down the initial “corridors” to three possibilities.

Representatives of RTE are making appointments with the Maires of the Communes which could be affected by one or more of the proposals and showing the Maire a presentation on a laptop of where the line is planned through their Commune. This presentation is to gauge the likely opposition in a Commune and the strength of the opposition (or acquiescence) from a Commune may influence the eventual choice of route. No supporting paperwork is left after the meeting – the laptop is closed and the presentation goes with it – so the Maires are not left with anything on paper to show around.

Because the discussions are confined to this very local level with no indication of the bigger picture (only: “the line would come into the Commune here and exit it here”) few Communes are mentioned by name during the meeting. The information below relates only to the Communes immediately adjacent to where I live.

If you are concerned, it is now up to you to go and ask your Maire if they have had / or are due to have a meeting with RTE.

Do it soon – August looms. And we all know what happens in August. Nothing.

The three possible routes will be announced in full in September with the commencement of a Public Enquiry.

Proposal 1
This
route would locate the new line alongside the existing high tension line which runs north / south in the Villedieu les Poêles locality. In other words, if you have a pylon now, you’d have two in 3-4 years time.

Proposal 2

Via the Communes of St Pois => St Laurent Cuves => Cuves => direction of Juvigny-le-Tertre

Proposal 3
Via the Communes of St Pois / St Michel de Montjoie => Perriers-en-Beauficel => Chérencé-le-Roussel => Bellefontaine => Saint-Barthélemy

I need to emphasise here that this is not speculation – this is what our Maire told us he was told in a face-to-face meeting with RTE representatives last week.

It's worth noting that RTE are not going to run the lines through the middle of villages but routes at the edge of villages will still have considerable visual and noise (58dB) implications for anyone living nearby without even starting considering potential health risks.

Having said that, we have also heard that the following towns and villages may be affected though I don't know by which route/s. As RTE are being very careful about how much they say at each meeting and confine comments almost only to the Commune itself (plus adjacent Communes) I cannot be as positive about the accuracy of the following:

- Montabot
- Le Chefresne
- St Jean du Corail
- Buais

What should you do?
Go to your Mairie and ask directly whether the Commune is likely to be included in one or more of the Proposals and whether the RTE representatives have had a meeting to explain the potential impact. Or are due to do so.

If your Commune might play host to some of these pylons then there are a number of things you can do:

- Write to the Maire expressing your concern

- Join your local anti-THT group – go on manifestations (the more bodies the better and occasionally, things get really exciting when you “doorstep” clandestine meetings (which are supposed to be public) between RTE officials and local officials… now that’s integration!) Incidentally, very few British people have joined these “contra” groups so don’t feel you are being a British NIMBY – the groups are organised and populated by French people who are more of the opinion: Not In Anyone’s Backyard.

- Host a NO-THT-HERE-type placard on your land, ideally in full view of roads in / out of the village. Raise awareness

- If no local group, book a table at your local vide grenier (or fete or whatever) and get signatures from your Commune for a petition to present to the Mairie

- Pass around leaflets in English or French. I have some leaflets produced by Coordination Inter-regionale anti-THT Ille-et-Vilaine, Mayenne, Manche, Orne, currently in French but shortly to be in English too. PM me if you’re interested.

We are just about to purchase a property in Lower Normandy. As part of our research into the area, we have recently discovered the proposals to build monstrous electricity pylons close to the land; less than a kilometre away on some maps. Our notaire has not mentioned anything in the searches nor have our sellers (not surprising) but I have found your site to be very useful.

We have fixed a date for the acte de vente of XXth September but we are now desperate to find out as much information as possible before this date. We will be contacting the maire to view the plans on our next trip but I wondered whether you could give us some advice as to where we could find out more information about the proposed route. Several people have told us that these plans are now on hold and the proposals are set to be scrapped but I'm not convinced.
